Its a 3d model/scene renderer where the scenes are defined in code rather than modelled using a 3d interface like normal 3d modelling software - although most standard modellers can also output povray code so you can render them using the povray renderer.
That's crazy... the glass sculpture -- just look at it. Then compare that to the code it was rendered in. Makes you ask, "Wtf?"
